This is of great significance to promoting improvement of people's livelihood, high-quality economic and social development, and promoting high-quality full employment.
First, employment is the most basic people's livelihood, which concerns the vital interests of the people, the healthy development of the economy and society, and the long-term stability of the country. Employment is the top priority for people's livelihood, affects the lives of thousands of households, is the basis for stable growth, and is an important guarantee for social stability. Our Party has always attached great importance to employment. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has insisted on putting employment work in a prominent position in governing the country, implemented the employment priority strategy in depth, strengthened the employment priority policy, improved the employment promotion mechanism, and effectively responded to external pressures, internal difficulties, especially the severe challenges brought by the new crown epidemic. The annual new urban employment exceeded 13 million, and the surveyed unemployment rate remained low. In the developing countries with a population of more than 1.4 billion, relatively full employment has been achieved, providing important support for the improvement of people's livelihood and economic and social development. my country has a large working population and its economic structure is undergoing profound adjustments. It is generally facing the prominent contradiction of high employment pressure, structural labor shortage and talent shortage. If the employment problem is not handled properly, it will cause serious social problems. Therefore, employment issues must be further paid attention to from a global perspective.
Second, college graduates, migrant workers, and retired soldiers are currently employment groups that need key support. In recent years, the number of college graduates has set new highs, with a scale of 11.79 million expected to reach 2024, and will remain above 10 million each year in the next 10 years. The total number is large and it is difficult to find employment. Employment of college graduates carries personal ideals and family expectations, has attracted much attention from all sectors of society and has a great social impact. Due to the structural misalignment of supply and demand, college graduates’ expectations for high-quality positions are difficult to fully meet, and poor handling can easily lead to social instability. Migrant workers are an important part of my country's industrial workers' team, a vital force in modernization construction, and a key support for promoting the comprehensive revitalization of rural areas. In 2023, the number of migrant workers in my country has reached 298 million, accounting for about 40% of the employed population. However, migrant workers have low employment quality, poor stability, and low income, and there are still many shortcomings in the protection of their rights and interests. Veterans have made important contributions to national defense and military construction, and promoting employment of veterans is an important guarantee for maintaining social stability. Currently, there are more than 39 million retired soldiers nationwide, and more than 400,000 will be added every year. Retired soldiers have served in the army for a long time, and there are major differences in the knowledge system, professional qualities and the market employment environment. In particular, targeted employment assistance is needed. The three key employment groups, including college graduates, migrant workers and retired soldiers, are the top priorities of current employment work. By stabilizing the key employment groups, we will stabilize the basic employment situation.
Thirdly, to improve the employment support system for key groups such as college graduates, migrant workers, and retired soldiers, we must strengthen measures and implement precise policies. We must adhere to the employment priority strategy, improve employment support policies for key groups, develop more jobs, optimize the employment structure, improve the quality of employment, and stabilize the overall employment situation from the point to the surface. We must accelerate the development of new quality productivity, transform and upgrade traditional industries, cultivate and expand emerging industries, improve the discipline and professional settings and talent training models of universities and vocational colleges, and strive to create more jobs suitable for the characteristics of college graduates. We must combine the promotion of new urbanization and comprehensive rural revitalization, take multiple measures to promote employment of migrant workers, stabilize the scale of working and income of people who have been lifted out of poverty, and prevent large-scale poverty relapse due to unemployment. We must provide more employment care and assistance to veterans and implement various employment assistance policies and measures. We must improve the employment public service system and create a comprehensive employment public service system that covers the whole people, runs through the whole process, radiates to the entire region, and is convenient and efficient. We must vigorously create a fair employment environment and resolutely eliminate the institutional mechanisms and policy drawbacks that hinder the flow of labor and talents. We must improve labor laws and regulations, improve the social security system, safeguard the legitimate rights and interests of workers in labor remuneration, rest and leave, labor safety, vocational skills training, social insurance and welfare, and better adapt to new changes in employment methods. We must strengthen labor market supervision and supervision and law enforcement, and effectively combat chaos such as wage arrears, excessive overtime work, and illegal layoffs.
